Chief Operations Officer
As part of its continued transformation and succession planning, the California State Fund has received legislative approval for an exempt executive position of Chief Operations Officer.
This executive will team with the CEO in the development and implementation of effective operating strategies.
This will include primary responsibility for:
Marketing. Provide deep understanding of all marketing initiatives and programs to identify business drivers and areas of opportunity.
Distribution Management. Manage and refine agency segmentation; devise performance plans and preferred agency relationships. Manage effective direct channels to serve policyholders not represented by a broker.
Field Underwriting Operations. Along with the head of Field Operations, monitor the appropriateness of underwriting and pricing execution across business segments and tiers.
Loss Control. Oversee the design and implementation of timely, relevant and progressive loss control strategies.
Leadership. Must have proven leadership in various big picture roles with a major P&C carrier. Must have proven ability to manage multiple priorities. Must have outstanding financial and analytical skills.

Claims Processing Center Manager

Our client, the State Fund, is the largest writer of workers compensation in California and processes a high volume of claims each year. This is not a civil service position.
As The Fund continues to build operational excellence and customer focused strategies, we need a unique manager / mentor for one of the largest workers compensation claims processing units in the United States (over 500 employees).
Working in partnership with the existing management team, this manager will aggressively seek opportunities to lower cost / improve service with streamlined processes, automation, staff training and engagement.
A key component will be to insure that medical services are reimbursed in a fiscally responsible and timely manner in accordance with statutory guidelines and provider contracts.
While several million documents a year are scanned and classified in support of claims and legal, knowledge of medical services billings are critical. This manager will be instrumental in process improvement of billing audits, payment duplication recovery, and fraud investigations coordinated with the Special Investigation Unit.
This manager must show a track record in having driven IT solutions that are re-engineered from a business perspective.
Perhaps most important in this role is the ability to mentor and identify current staff members who can be developed into the leaders of the future.
